預覽簡介：
香港最大黑社會幫會“和聯勝”舉行兩年壹度的辦事人選舉，阿樂（任達華飾）與大D（梁家輝飾）作為兩大地區領導，暗地裏展開爭奪寶座的努力，壹眾有投票權的元老亦為自身利益而明爭暗鬥，選舉因此相當不順利。
結果，阿樂再次獲選成為辦事人，滿心不服的大D決定挑戰幫規，他要搶奪到象征最高權力的信物龍頭棍，組織新幫會。五名小頭目（古天樂、張兆輝、張家輝、林雪、林家棟飾）牽連其中，為爭奪龍頭棍展開連番內鬥。最終鹿死誰手，壹切不得而知。
